I have spent 25 years inside power plants and industry — commissioning them, running them and reporting on them to the people who own them. My work has covered plant leadership, PPA implementation and technical amendments, electricity billing, enterprise risk and reporting to international shareholders, on three continents. I now bring that experience to owners as an advisor in my own practice. Every engagement ends in a written position, in English or Spanish. ## Practice - **Commissioning & COD** (Is the plant ready to be accepted — and are we?) Commissioning and test strategy, punch-list control; Witnessing capacity, efficiency and reliability tests; Acceptance criteria, handover and exposure to liquidated damages. Record: Xayaburi · Torito · Bujagali. - **O&M readiness** (Will the team on day one be able to run it?) Organization design, staffing and rotation; Recruitment, training and critical procedures; Maintenance strategy, spares and mobilization plan. Record: Xayaburi · Nam Theun 2. - **Contract performance** (Is the plant earning everything the contract allows?) Availability and efficiency regimes, deductions and invoicing; Outage planning against contractual windows; Coordination with the utility — including ICE in Costa Rica. Record: La Joya · Torito · PPA implementation and technical amendments. - **Safety, control & reporting** (Would your board see the problem before it costs money?) Hydro and dam safety, emergency action planning; Internal control; Reporting to lenders and international shareholders. Record: Nam Theun 2 · Hydro Safety Department, Emergency Action Plan. - **Risk management & insurance audits** (What would an underwriter find — and what would it cost you?) Enterprise risk management aligned to ISO 31000: risk registers, controls and reporting; Owner-side insurance audits ahead of renewal: property damage, machinery breakdown, business interruption; Preparation for and follow-up of insurer risk surveys and loss-prevention recommendations. Record: Nam Theun 2 · enterprise risk, internal control and shareholder reporting. - **ISO management-system audits** (Will the certification audit hold — and does the system actually run the plant?) Gap analyses and internal audits: ISO 9001, 14001, 45001, 55001; Integrated management systems for O&M organizations; Certification readiness and corrective-action follow-up. Record: Implementation of integrated management systems: ISO 9001 · 14001 · 45001 · 55001, with risk management aligned to ISO 31000. ## Engagement formats - **Diagnostic** (2–4 weeks; Fixed fee): Written position, prioritized action list and a working session with your team. Best when: a milestone is close and you need an outside read. - **Advisory retainer** (Monthly; Retainer · capped days): Document reviews, positions for the utility or contractor, presence at the moments that matter. Best when: the project runs through construction, commissioning or its first operating years. - **Defined assignment** (Length of the phase; Milestone-based): Owner’s representation for one phase: test witnessing, handover, O&M mobilization or a contract amendment. Best when: the work has a clear start, end and deliverable. ## Leadership roles in power generation (installed capacity belongs to each project, not to the person) - Nam Theun 2, 2022 – 2025 · Laos · Nakai Plateau, 1,080 MW.
